Applying new stucco to old and damaged stucco is perfectly acceptable, as long as the existing layer is stable enough. If it's not, you'll have to remove the looser bits before proceeding.

The stucco thickness should not exceed 1/4 inch. Use a regular steel trowel to apply it with curved strokes. The stucco should stick to the cement board without falling off.
